Your property valuation sets your regional rates

In order to smooth the impact of property revaluation, the Auckland Regional Council adopted the Estimate of Projected Valuation (EPV) methodology in 2005/06.

  • ARC rates are set based on the capital and land values of a property, and properties in the Auckland region are re-valued on a three-yearly cycle
  • in each year the properties in two or more of the territorial authority areas are re-valued. This means that in any year, the ARC's rates are assessed on property values that are current for some local councils, one year old for other local councils and two years old for the remainder
  • the adoption of EPV is designed to address the substantial swings in the incidence of rating in different parts of the Auckland region. EPV smoothes the impact of the three yearly cycle of property revaluation, and will mean a fairer spread of rates in each year.

Changes to property values affects your rates

  • Since the ARC uses capital and land value for all of its rating, changes to property values directly influences rates bills
  • under this system ratepayers can expect to receive substantial movements in their rates account every three years, depending on the level of change in their property value over that three-year period
  • for example, property owners in Rodney District and Waitakere City received new property valuations that are effective for the 2008/09 rating year, and without EPV would receive very large rate increases in this rating year
  • conversely, areas which have not received new property valuations in any one year get the benefit of a shift in the rates to the areas that have received new property valuations.

Estimated Projected Valuation (EPV)

With Estimated Projected Valuation (EPV) the council is able to use estimates for all areas each year to smooth the impacts of the revaluation cycle. The estimates are expressed as a factor, which represents the average market movement in that area since the last three yearly property valuations were done. The valuation factors will be provided to the ARC by a registered valuer (Quotable Value has been contracted to provide this) and the factors are then audited separately. The factors are then applied as differentials to properties within each district or city to adjust the rates. Within each district or city, separate factors will be provided for business and non-business properties based on both land value and capital value.

EPV for 2008/09

The Rodney District and Waitakere City have undergone a general revaluation for the 2008/09 rating year. As a result the EPV factors for both districts are set at 1.00. The factors for the other five local councils reflect that they were last re-valued one year (Franklin District and Papakura District) and two years (Manukau City, North Shore City and Auckland City) prior to the projected valuation date.

Transport rating information

  • Ratepayers with access to better public transport contribute more to the Transport Rate than those who have fewer services in their local area
  • 20 per cent of the required Transport Rate is collected as part of the general rate which all ratepayers pay
  • 80 per cent of the Transport Rate is collected from ratepayers living in targeted transport rateable areas.

The targeted transport rateable areas are based on the level of public transport service in each area:

  • Inner Urban Area: better public transport services - differential of 1.25 (ratepayers in this area pay 25% more than the Metropolitan Area rate for a property of the same value)
  • Metropolitan Area A: reasonable public transport services - differential of 1.0
  • Metropolitan Area C: This year the Council has determined that the boundary of the Metropolitan Area A should be extended in Flat Bush to reflect increased access to public transport in this area. Transport rates for these properties will be phased in over three years. In 2008/09 these properties will be classed as Metropolitan Area C and will pay 1/3 of the Metropolitan Area A rate. In 2009/10 these properties will be classed as Metropolitan Area B and will pay 2/3 of the Metropolitan Area A rate. From 2010/11 they will pay the full Metropolitan Area A rate.
  • Settlement Area A: low levels of service - differential of 0.5 (ratepayers in this area pay half as much as ratepayers in the Metropolitan Area for a property of the same value). This year the Council determined that Waiuku will be moved from Settlement Area C to Settlement Area A
  • Settlement Area C: this year the Council is continuing to set the level of transport rates for Waiheke and Riverhead at one-third of the Settlement Area A rate. This year the Council has also determined that Waiuku will be moved back from Settlement Area A to Settlement Area C.

What happens as more public transport services become available in certain areas?

Every three years the boundaries of all of the targeted transport rateable areas are reassessed and changed to accommodate any changes in public transport service levels in those areas. Transport rating boundaries were reviewed in 2008/09 and the resulting changes are found above and are available in ARC's Annual Plan 2008/09.
