Proposed Change 8: Landscape and Volcanic Features
Proposed Change to the Auckland Regional Policy Statement amended the existing landscape and volcanic cone viewshaft provisions in Chapter 6: Heritage. The changes included:
- amendments to map series 2 and 3 and new map series 3a to replace the existing Outstanding and Regionally Significant Landscapes with new Outstanding and Natural Features information
- amendments to appendix F: Auckland regional landscape assessment to explain how the Outstanding Natural Landscapes were identified and a table that summaries the key landscape attributes of Outstanding Natural Landscapes
- amendments to map series 4 and new map series 4a to incorporate the revised volcanic cone viewshafts
- a new appendix F listing the new volcanic cone viewshafts and their surveyed coordinates
- new issues, objectives, policies and methods in chapter 6: heritage and accompanying reasons relating to the identification and management of volcanic features and volcanic viewshafts and Outstanding Natural Landscapes and other landscapes in the Auckland region
Change 8 part one: volcanic features and viewshafts
Change 8 has been managed in two parts. Decisions on the volcanic features and viewshaft policies and maps were released in October 2007. Appeals to these provisions have been resolved and a consent order issued by the Environment Court on 19 October 2010. The consent order version of the volcanic features and viewshafts provisions are awaiting the approval of the Auckland Council.

Change 8 part two: landscape
There were no decisions released in October 2007 on the landscape part of change 8. The council resolved to undertake a variation to address matters raised by submissions to the landscape objectives, policies and methods. This variation was subsequently brought into the 2008-2010 review of the Auckland Regional Policy Statement. Following central government’s decision to establish a new single Auckland Council, the Regional Strategy and Planning Committee reviewed ongoing work on the regional policy statement review. It resolved to complete change 8: landscape decisions process prior to the disestablishment of the Auckland Regional Council. The Regional Strategy and Planning Committee adopted the decisions of the reconvened Change 8 Hearings Committee at its 6 October 2010 meeting and these decisions were publicly notified on Wednesday 27 October 2010.

Process from now
Any person who made a submission or further submission to the landscape part of change 8: volcanic features and landscape may lodge an appeal against the decisions of the Auckland Regional Council on the submissions within 30 working days of receiving the decisions report and associated material.
All appeals must be lodged with the Environment Court in Auckland (together with a filing fee of $511.10) at:

Copies of any appeal are also required to be served on:
- the Auckland Council within 30 working days of receiving these decisions; and
- every person who made a submission on the provision or matter to which the appeal relates, within 5 working days after the notice of appeal is lodged with the Environment Court.
