Proposed Changes 6 and 7 - LGAAA

Proposed Change 6: Giving effect to the Regional Growth Strategy and integrating landuse and transport, and Proposed Change 7: Metropolitan Urban Limits, were notified on 31 March 2005 as a requirement of the Local Government (Auckland) Amendment Act 2004 (the LGAAA).

The LGAAA directs all Councils in the Auckland Region to integrate their land transport and land use provisions and ensure these are consistent with the Auckland Regional Growth Strategy, give effect to its Growth Concept and contribute to the land transport and land use matters specified in Schedule 5 (sections 39 & 40 of the LGAAA).

All councils in the Auckland Region notified their proposed changes on 31 March 2005, in accordance with the LGAAA (a total of 15 proposed plan changes across the region). Decision Reports addressing submissions and further submissions to these proposed changes were released by all councils on 31 July 2007.

Appeals

A total of 47 appeals were made against the ARC in relation to Proposed Change 6 and Proposed Change 7. Several have now been withdrawn.

Points of relief summary tables

A joint memorandum on behalf of all councils in the Auckland region was circulated on 7 March 2008 to all appellants and section 274 parties to the LGAAA appeals.  The joint memorandum directed parties to a series of tables summarising points of relief sought by the LGAAA appeals and explained the role of these tables.

Decisions

The ARC's Decision Reports on Proposed Changes 6 and 7 were released on 31 July 2007, in conjunction with the territorial authorities' decision reports on their proposed LGAAA changes.

This is summary report of the key issues raised in evidence and submissions during the LGAAA hearings in relation to the 15 proposed plan changes notified across the region. All of the Auckland councils have adopted this Key Issues Report and it forms part of their decisions.
