The Auckland Regional Council publicly notified, on 14 February 2008, the availability of the summary of submissions to Proposed Private Change 13: Extension to the Metropolitan Urban Limits - Mangere Gateway Heritage Area.

The summary of submissions are still available for viewing, however the process for making further submissions in support of or in opposition to the original submission closed on Friday, 14 March 2008.

Background to Auckland Regional Policy Statement: Proposed Private Change 13 - Extension to the Metropolitan Urban Limits, Mangere Gateway Heritage Area

Pursuant to the First Schedule, Clause 25 (2) (b) of the Resource Management Act 1991, the Auckland Regional Council resolved to accept the Metropolitan Urban Limit request by Manukau City Council for the following two areas:

  • the Kirkbride area, consisting of twenty-five hectares to the east of the Mangere Wastewater Treatment Plant odour buffer and west of Kirkbride Road, between Ascot Road to the south and Creamery Road to the north
  • the Airport area and land to the north of the Airport, including the majority of land (west of Pukaki Creek) that is subject to an existing designation by Auckland International Airport Limited, and land abutting Oruarangi Creek adjacent to the existing MUL.

Proposed Private Change 13 involves amendments to Map Series 1: Sheet 13, 14, 15 and 16 of the Auckland Regional Policy Statement. The proposed amendments to these map sheets are depicted in the Summary Map showing the Mangere Gateway Heritage Area.

Movement of the Metropolitan Urban Limits does not in itself allow urbanisation to occur. In conjunction with the notification of the proposed extension of the MUL, Manukau City Council notified changes to its District Plan to rezone this area from rural to business land (Proposed Plan Change 14 to the Manukau Operative District Plan 2002). Manukau City Council application for Network Discharge Consent - Ihumatao catchment

The Auckland Regional Council received a Network Discharge Consent application from Manukau City Council relating to the diversion and discharge of stormwater from the Ihumatao catchment. The Ihumatao catchment overlaps the Mangere Gateway Heritage Area.

This consent application was notified simultaneously with Proposed Private Change 13 to the Auckland Regional Policy Statement and Proposed Plan Change 14 to the Manukau Operative District Plan 2002.
