Proposed Private Change 13 - Mangere Gateway
Proposed Private Change 13: Extension to the Metropolitan Urban Limits - Mangere Gateway Heritage Area (Proposed Change 13) was notified by the Auckland Regional Council in October 2007. Concurrently, Manukau City Council notified a related proposed change to its District Plan (Proposed Plan Change 14 to the Manukau Operative District Plan 2002) and notices of requirement from Manukau City Council and Auckland International Airport Limited.
Joint hearings on the changes referred to above were held by the Auckland Regional Council and Manukau City Council over 14 days between March and August 2009.

Background to Proposed Change 13
Pursuant to the First Schedule, Clause 25 (2) (b) of the Resource Management Act 1991, the Auckland Regional Council resolved to accept the Metropolitan Urban Limit request by Manukau City Council for the following two areas:
- the Kirkbride area, consisting of twenty-five hectares to the east of the Mangere Wastewater Treatment Plant odour buffer and west of Kirkbride Road, between Ascot Road to the south and Creamery Road to the north
- the Airport area and land to the north of the Airport, including the majority of land (west of Pukaki Creek) that is subject to an existing designation by Auckland International Airport Limited, and land abutting Oruarangi Creek adjacent to the existing MUL.
Proposed Change 13 involves amendments to Map Series 1: Sheet 13, 14, 15 and 16 of the Auckland Regional Policy Statement. The proposed amendments are outlined below:

Movement of the Metropolitan Urban Limits does not in itself allow urbanisation to occur. In conjunction with the notification of the proposed extension of the MUL, Manukau City Council notified changes to its District Plan to rezone this area from rural to business land (Proposed Plan Change 14 to the Manukau Operative District Plan 2002).
At the same time Manukau City Council notified a new designation for Public Open Space on land between the Ihumatao and Oruarangi Roads and the Otuatua Stonefields Historic Reserve. Manukau City Council also received a notice of requirement from Auckland International Airport Limited for additional land for airport purposes in the Renton Road area.

When were the decisions notified?
- The recommendations of the RSP Subcommittee were adopted by the Council at its meeting on 23 November 2009.
- Public notice of the decisions was made on 26 November 2009.
The ARC's decision on Proposed Change 13
In summary, the Council has adopted the recommendations of the RSP Subcommittee who heard the application, submissions and further submission s on Proposed Change 13. The Council resolved the following:
- That the recommendations of the Regional Strategy and Planning Subcommittee in regard to Proposed Private Change 13 to the Auckland Regional Policy Statement encompassed in the decision report, be adopted. The recommendations are to extend or not extend the Metropolitan Urban Limit (MUL) in the following areas:
- The Metropolitan Urban Limit is extended to the extent shown on Map 1 – Sheets 14,15 and 16 to include land owned by Auckland International Airport Limited that is subject to Designation 231 in the Operative Manukau District Plan 2002 (and, for reference purposes, as shown as Area 1 on Map 2: Proposed Private Plan Change 13);
- The Metropolitan Urban Limit is extended to the extent shown on Map 1 – Sheet 14 to include land owned by Auckland International Airport Limited that is north of designation 231 in the Operative Manukau District Plan 2002 and abuts Oruarangi and Waitomokia Creeks (and, for reference purposes, as shown as Area 2 on Map 2: Proposed Private Plan Change 13);
- The Metropolitan Urban Limit is extended to the extent shown on Map 1 – Sheets 13 and 14 to include land west of Kirkbride Road, (and, for reference purposes, as shown as Area 3 on Map 2: Proposed Private Plan Change 13);
- The Metropolitan Urban Limit is extended to the extent shown on Map 1 – Sheets 13 and 14 to include land that is located on the western side of Oruarangi Road at its juncture with Ascot Road, (and, for reference purposes, as shown as Area 4 on Map 2: Proposed Private Plan Change 13);
- That the land east of Oruarangi Road, west of Waitomokia Creek and north of the land owned by Auckland International Airport Limited not be included in the Metropolitan Urban Limit, (and, for reference purposes, as shown as Area 5 on Map 2: Proposed Private Plan Change 13);
- That the land in the Renton Road area subject to a Notice of Requirement by Auckland International Airport Limited not be included in the Metropolitan Urban Limit, (and, for reference purposes, as shown as Area 6 on Map 2: Proposed Private Plan Change 13);
- That any other land requested to be included in this Metropolitan Urban Limit shift is not included.
- That appropriate legal steps be investigated to avoid adverse reverse sensitivity effects on the Florapak land, (and, for reference purposes, as shown as Area 4 on Map 2: Proposed Private Plan Change 13);
- That public notification of the decision on Proposed Private Change 13 to the Auckland Regional Policy Statement is timed to correspond with the release of Manukau City Council’s decision on Proposed District Plan Change 14 to the Operative Manukau City District Plan 2002).
- That updated maps be included in the decision documents to enable accurate representation of the significant changes to the coastal marine area in the area in question since 1999.
