Proposed plan change to the Auckland Regional Plan: Coastal
The ARC has proposed changes to the Auckland Regional Plan: Coastal (ARP:C) relating to the coastal marine area (the water space and wharves) around Wynyard Quarter in Auckland City (also known as the Western Reclamation, Wynyard Point and the Tank Farm).

The coastal plan change corresponds to a district plan change prepared by Auckland City Council for the adjoining land area. The district plan change is available at www.aucklandcity.govt.nz/centralareaplan.

What does the coastal plan change for Wynyard Quarter include?
This proposed plan change amends the Regional Plan: Coastal to describe existing activities and provide for the changes expected in the area, as part of the proposed redevelopment of the entire Wynyard Quarter, which is addressed by the proposed changes to the Auckland City District Plan (Central Area Section). The proposed plan change applies to Port Management Areas 2 and 4A.
The change to the Regional Plan: Coastal includes amendments relating to:
- a bridge (‘Te Wero bridge') between the eastern Viaduct Harbour and Wynyard Quarter
- a marine events centre on Halsey Street Extension Wharf, Western Viaduct Wharf and the adjacent water space, including an extension to the time limit for temporary events in the Viaduct Harbour
- use and development of North Wharf (along Jellicoe Street) and Wynyard Wharf (along Brigham Street)
- buildings on wharves, and public sculptures in Port Management Areas 2 and 4A
- management of future uses and development of the water area around Wynyard Quarter, including for fishing and marine industries
- ensuring the timing of new developments, particularly on Wynyard Wharf, is integrated with the timing and management of change on the adjacent land
- noise limits for the coastal marine area to permit an increased number of public events each year and clarifying where those noise limits can be measured
- amending the Plan Map Series 2 to rename the two parts of Port Management Area 2 as 2A and 2B, move the boundary between Port Management Areas 4A and 2B, and to more accurately show the extent of the wharves and the coastal marine area.

Hearing process
The hearings for Auckland Regional Plan: Coastal - Plan Change 3 - Wynyard Quarter were held over nine days between 28 July and 18 August 2008 at the Auckland Regional Council, Pitt St, Auckland.

Decisions on the submissions
On 4 November 2008 the Auckland Regional Council adopted the recommendations of the Hearing Commissioners in relation to proposed Plan Change 3 to the Auckland Regional Plan: Coastal. The recommendations were adopted as decisions of the Auckland Regional Council. The Council's decisions were notified in the New Zealand Herald on 29 November 2008.
Any submitter or further submitter to Plan Change 3 had the right to appeal the Council's decisions to the Environment Court, in accordance with the provisions of Schedule 1 of the Resource Management Act 1991. The final date for lodging any appeals with the Environment Court was 20 February 2009.
