Bruce Harper
Bruce Harper is the CEO of the Land Management Corporation in Adelaide, Australia. The Land Management Corporation (LMC) is a State-owned public corporation. Its core business is land and property development, primarily large scale planned communities which are usually undertaken as joint ventures with a variety of private sector partners in close liaison with local government. The four largest of these produced around 20,000 sections together with shopping centres, community facilities, etc. Their latest project is the redevelopment of Adelaide Port for around 2,000 apartments and tourism facilities. LMC also owns, develops and manages South Australia's Technology Park and develops industrial land.

Bruce was invited to New Zealand to speak on the relationship between public strategic objectives and private land development.
Bruce held an informal discussion for local authority councillors and officers to share his experience of managing and developing public land in partnership with the private sector. This seminar, attended by about 20 key councillors and staff, was an opportunity to discuss issues of land banking, satisfying public objectives with private sector involvement, the structuring of public-private development partnerships, and the policy and regulatory framework. Bruce was also a keynote speaker at a seminar jointly organised and promoted by the ARC and the Auckland branch of the Property Council. At this seminar, he spoke on similar issues, but his audience was property developers and associated professionals, and some media.
