The parties

The Wynyard Quarter Development is a joint project involving Auckland Regional Council, Auckland City Council, Auckland Regional Holdings and Sea + City Projects Limited.

Auckland Regional Council's role in this project is as a land owner, the parent body of Auckland Regional Holdings and as a regulatory authority.  In relation to its regulatory and policy responsibilities, the Auckland Regional Council manages the coastal marine area through the Regional Plan: Coastal and is also involved in the issue of contaminated land, which arises at Wynyard Quarter due to its previous, and existing uses including the storage of bulk liquids.  Together with Auckland City Council, the Auckland Regional Council will also jointly own and manage the headland public space.

Auckland Regional Holdings is a subsidiary of Auckland Regional Council.  Auckland Regional Holdings is the asset holding branch of the council and operates as a Council Controlled Organisation. In 2005 Auckland Regional Holdings achieved full ownership of Ports of Auckland Ltd, and in doing so it took ownership of a large area of the Western Reclamation. Auckland Regional Holdings will retain ownership of this land for the benefit of the people of the Auckland region and is facilitating its revitalisation through the Sea + City Project Ltd.

Sea + City Projects Ltd is the specialist subsidiary company established by Auckland Regional Holdings to manage the rejuvenation of the Wynyard for the benefit of Aucklanders.  The Sea + City Projects Ltd management team brings a range of specialist skills and the experience to the project from the private sector, including portfolio, asset, and property and project management expertise. Sea + City Projects Ltd has been contracted by Auckland City Council to design and construct the public spaces within Wynyard Quarter (except the Headland Park).  Its other key role is to facilitate investment in Wynyard Quarter by third party developers.  Master planning (additional to the planning provisions prepared by the councils) is undertaken by Sea + City Projects Ltd to fine tune the detail of intended development.

Auckland City Council's role is as the local authority and land use regulator responsible for controlling land use through the District Plan.  In this project, Auckland City will also be providing public infrastructure such as roads, parks and plazas, and in particular the owner of specific public spaces e.g. Waitemata Plaza, Te Wero Island and Eastern Viaduct.
