About funding
What are the funding principles?
Projects must also demonstrate how they will achieve AT LEAST ONE of the following funding principles:
- Raising community awareness through targeted education and participation in protecting coastal values
- Promoting safe navigation and water safety,
- Promoting and supporting for marine biodiversity,
- Promoting appropriate use and development if the coast,
- Protecting and enhancing the natural character and public access to and along the coast,
- Protecting and enhancing coastal water quality
Note: Applicants must state how they intend to fund the consent application process with a letter of confirmation from the funder of that consent. Where projects requiring consents are approved, funding will not be issued until the relevant consents are in place (n/a for projects that do not require consents).
It is not necessary for your project to meet all the funding principles above. However, all eligible projects must meet at least one of the funding principles highlighted above.
What are the funding criteria?
- Projects must be in line with sound business and environmental practice,
- Project must not substitute funding from Central or Territorial Government sources, or substitute funding for core ARC business, in particular work on an on-going nature,
- Projects must avoid dependency on the ARC of recipients of funding1 2 3 4
- Projects awarded provides a fair, equitable and transparent spread of benefits throughout the region, and
- Project must demonstrate a visible link between the source of funds and their use.
What does CEF not fund?
- Projects that do not have a link with improvements to the CMA
- Projects that are the core business of council or other agencies
- Projects requesting funding for operational costs (e.g. fees for supervising volunteers)
- Projects (or sites) that involve an activity that is illegal or not in accordance with ARC rules, policies or best practice
- Projects already completed
- Purchases already made for the stage of the project that you are requesting CEF funding for (retrospective funding)
General funding requirements
- The grant recipient is a legal entity (n/a for individuals),
- The project has commenced within two years of receiving the grant,
- Payments relating to the grant will only be made once the ARC receives an invoice, and that it relates directly to the project as described in the application. All invoices are to be submitted to the CEF Coordinator,
- That all funds are available to complete the project as proposed,
- That the ARC's contribution is acknowledged in any communication and/or publication about this project,
- That regular progress reports are submitted to the ARC at requested intervals for inclusion in council reports and other communication materials produced by the ARC,
- That an evaluation report is submitted to the ARC upon completion of the project,
- The ARC use any photographs submitted from the project for inclusion in reports to council and other communication materials produced by the ARC and
- Funds may be cancelled if any of the above conditions are not met.
1 Includes pilot periods and projects with a clear start and finish date and programmes that seek one-off funding
2 Projects with multiple stages may be considered on a stage-by-stage basis
3 Funding will be considered for existing programmes that seek one year of CEF funding
4 Does not include operational funding for organisations
