Each year the ARC produces an annual report to account for the money provided to it by ratepayers, financial institutions and government agencies. It is also an important tool for informing residents, ratepayers, visitors, government agencies and other Auckland region stakeholders of the financial year's highlights and major achievements.
This year's report outlines how we performed against year three of our ten year plan, the Long-Term Council Community Plan (LTCCP) 2006-16. The report was adopted at a Special Council meeting on 21 October 2009.
Many of the ways in which the information is represented are governed by legislation, such as the Local Government Act 2002, and standard accounting practices. However, we have taken every step to make the information it contains as user-friendly as possible, including a similar look and feel that is comparable to previous years' reports.
The report has been reviewed by Audit New Zealand. Please read the audit disclaimer before proceeding to the document.

Chapter 1 - Overview

Chapter 2 – Our performance by groups of activities
This section details our performance over the past year as it aligns to our seven groups of activities: transport, built environment, natural environment and heritage, economic development, regional leadership and community development, regional parks and safety. It has been broken down by the groups of activities for easier downloading.

Chapter 3 - Your regional council
(569.5 KB PDF) - This section explains the structure and purpose of the ARC Group, the elected Council, ARC’s management team, Council Controlled Organisations (CCOs) and how they all operate. It outlines what the chairman, councillors and general managers do and the corporate governance practices that ensure the council fulfils its legal obligations, such as its financial accountability and risk management. It also includes the objectives and performance results of its CCOs (ARTA and ARH) and a report on the Council’s operations and sustainability targets.

Chapter 4 - Financial performance
(1,001.3 KB PDF) - This section contains the financial statements for the Auckland Regional Council and Group for the year ended 30 June 2009. These statements have been prepared in line with the Local Government Act 2002 and the International Financial Reporting Standards (IFRS). Costs of Services statements are also provided which financially measure the effectiveness of each activity area of the Council.
