Change 7: MUL shift - now operative
Proposed Change 7: Metropolitan Urban Limits became operative on 12 March 2010. It amends the ARPS by extending the Metropolitan Urban Limits in the Hobsonville and Massey North areas.

Now that Change 7 is operative, the former Sheet 7 and Sheet 8 of Map Series 1 are replaced by the following:

Change 7 was notified on 31 March 2005 as a requirement of the Local Government (Auckland) Amendment Act 2004 (the LGAAA). It proposed amendments to Map Series 1 of the ARPS, which sets out the Metropolitan Urban Limits in the Auckland Region. Change 7 was notified in conjunction with Proposed Change 6: Giving effect to the Regional Growth Strategy and integrating landuse and transport.
The LGAAA directs all Councils in the Auckland Region to integrate their land transport and land use provisions and ensure these are consistent with the Auckland Regional Growth Strategy, give effect to its Growth Concept and contribute to the land transport and land use matters specified in Schedule 5 (sections 39 & 40 of the LGAAA).
The Decision Report on Change 7 was released on 31 July 2007.

There were a number of appeals lodged in response to the Decision Report on Change 7. These appeals were resolved without any resulting amendments to the Decisions Version of Change 7.
