Proposed Change 8: Landscape and Volcanic Features

Proposed Change 8 to the Auckland Regional Policy Statement amends the existing landscape and volcanic cone viewshaft provisions of Chapter 6: Heritage. Change 8 as publicly notified included:

  • amendments to Map Series 2 and 3 and new Map Series 3a included to replace the existing Outstanding and Regionally Significant Landscapes with the new Outstanding Natural Landscapes and Features information
  • amendments to Appendix F: Auckland Regional Landscape Assessment to explain how the new Outstanding Natural Landscapes were identified and a table that summarises the key landscape attributes of the Outstanding Natural Landscapes
  • amendments to Map Series 4 and new Map Series 4a included to incorporate the revised volcanic cone viewshafts
  • the inclusion of a new Appendix I that includes a list of the new volcanic cone viewshafts and their surveyed coordinates
  • changes to include new Objectives, Policies and Methods in Chapter 6: Heritage and the accompanying issues and reasons, relating to volcanic features and landscape.

Proposed Change 8 was notified on 26 September 2005 and the submission period closed on 31 October 2005.  The further submission period closed on 28 July 2006. Hearings were held on Proposed Change 8 in May and June 2007.

Decisions have been made on the submissions and further submissons that related to the Volcanic Features component of Change 8.  However, following consideration of matters raised in submissions and in evidence presented at the hearings, the Hearing Committee determined to undertake a variation of the Landscape component of Change 8.  This decision was ratified by the full ARC Regional Strategy and Planning Committee on 17 September 2007.  Until the variation is undertaken it is not proposed to make decisions on the submissions and further submissions that relate to the Landcape component. 

The provisions of Change 8 that relate to Landscape therefore do not form part of the Decisions Version posted below and remain as notified (see the combined version below), effectively on hold, until the variation process is complete.

The period for appeals to be lodged with the Environment Court, in relation to the volcanic features provisions has now closed.  Five appeals were lodged.  The two versions of Change 8 below are notated to show the volcanic features provisions which are now subject to appeal.
