Proposed Private Change 14 and Variation 3 - Takanini

The Auckland Regional Council publicly notified, on 7th April 2010, the availability of the summary of submissions to:

  • Proposed Private Change 14 to the Auckland Regional Policy Statement: Extension to the Metropolitan Urban Limits at Takanini, Takanini Structure Plan Area 6A and 6B.
  • Proposed Variation 3 to the Proposed Auckland Regional Plan: Air, Land and Water - Extension to the Urban Air Quality Management Areas and Industrial Air Quality Areas, Takanini Structure Plan Area 6A and 6B.

Further submissions have now closed. As part of this reporting process, several matters were raised in the submissions which will require further technical advice. A hearing date will be assigned once all of the technical information has been completed. At this stage it is envisaged that the hearing will take place in November 2010.

Process after further submissions close

The process for public participation following the receipt of further submissions, is as follows:

  • Hearings of submissions/further submissions
  • Decisions released
  • Appeal period

The Papakura District Council have also notified a change to their District Plan (Proposed Change 15) which relates to Area 6A, and 6B of the Takanini Structure Plan. A joint notification and hearing process is being run concurrently by Auckland Regional Council and Papakura District Council.

Background to Auckland Regional Policy Statement: Proposed Private Change 14 - Extension to the Metropolitan Urban Limits, Takanini Structure Plan Area 6A and 6B

Pursuant to the First Schedule, Clause 25 (2) (b) of the Resource Management Act 1991, the Auckland Regional Council has resolved to accept and notify in whole the request by Papakura District Council to extend the Metropolitan Urban Limits to Takanini Structure Plan Area 6A and 6B. The MUL extension will provide additional urban capacity for industrial/business related development (41.4ha); residential development (5ha) and reserve areas (4.7ha) within Takanini. Proposed ARPS Private Change 14 will involve an amendment to Map Series 1: Sheet 20 of the Auckland Regional Policy Statement.

Submitters are advised that the movement of the Metropolitan Urban Limit does not in itself allow urbanisation to occur. The Papakura District Plan will also need to be changed so that this land can be rezoned for industrial/business/residential purposes. Papakura District Council is therefore also proposing a change to their District Plan (PDC Operative District Plan Change 15). Proposed Auckland Regional Plan: Air, Land and Water Proposed Variation 3: Extension to the Urban Air Quality Management Areas and Industrial Air Quality Management Areas, Takanini Structure Plan Area 6A and 6B

Area 6A and 6B of the Takanini Structure Plan are currently within Rural Air Quality Management Areas under the PARP: ALW. In the event that the MUL extension is confirmed, a variation will be required to this Plan so that two different air quality management areas (urban and industrial) can be applied to this site. These different air quality management areas reflect the proposed land use mix and district plan zoning. Proposed Variation 3 to the PARP: ALW has therefore been prepared to reflect the proposed extension to the MUL.

Proposed Variation 3 to the PARP: ALW will involve an amendment to Map Series 1 - Map 40 and Map Series 1A - Maps 89, 90 of the Proposed Auckland Regional Plan: Air, Land and Water.
