Proposed Change 18 and Proposed Change 2 – Extension of the Metropolitan Urban Limits at 49, 57 and 71 Mill Rd, Manurewa

Proposed Change 18 to the Auckland Council Regional Policy Statement – extension to the metropolitan urban limits at 49, 57 and 71 Mill Rd and Proposed Change 2 to the Auckland Council Regional Plan: Air, Land and Water operative in part – extension to the urban air quality management area at 49, 57 and 71 Mill Rd was notified by the Auckland Council in May 2011.

At the same time Auckland Council also notified Private Plan Change 38 to the Auckland Council District Plan (Manukau Section).

The further submission period has now closed.

Background to the Auckland Council Regional Policy Statement Proposed Change 18

Pursuant to the First Schedule, Clause 25 (2) (b) of the Resource Management Act 1991, the Auckland Council resolved to accept and notify in whole the request by the former Manukau City Council to extend the Metropolitan Urban Limits at 49, 57 and 71 Mill Rd, Manurewa. The proposed Metropolitan Urban Limit extension will provide approximately 5.1 ha of additional urban land that is currently zoned Rural 3. Proposed Change 18 will involve an amendment to Map Series 1: Sheet 19 of the Auckland Council Regional Policy Statement.

The Metropolitan Urban Limit is the key method in the Auckland Council Regional Policy Statement to delineate and contain the Auckland urban area. It is used to minimise the adverse effects of urban development on regionally valued resources and to distinguish urban from rural form.

Submitters are advised that the Metropolitan Urban Limit does not in itself allow urbanisation to occur. The Auckland Council District Plan (Manukau Section) will also need to be changed so that this land can be rezoned for urban purposes. The Auckland Council is therefore concurrently processing Private Plan Change 38 to the Auckland Council District Plan (Manukau Section).

Background to the Auckland Council Regional Plan: Air, Land and Water operative in part Proposed Change 2

49, 57 and 71 Mill Road, Manurewa are currently within a rural air quality management area under the Auckland Council Regional Plan: Air, Land and Water operative in part. In the event that the Metropolitan Urban Limit extension is confirmed, a change will be required to this Plan so that the urban air quality management can be applied to this area. Proposed Change 2 has therefore been prepared to reflect the proposed extension to the Metropolitan Urban Limit.

Proposed Change 2 will involve an amendment to Map Series 1 – Map 35 and Map Series 1A - Map 88 of the Auckland Council Regional Plan: Air, Land and Water operative in part.
