Proposed Auckland Regional Plan: Air, Land and Water
Introduction
The Proposed Auckland Regional Plan: Air, Land and Water (ALW Plan) has been prepared by the Auckland Regional Council to assist it to carry out its functions in order to achieve the purpose of the Resource Management Act 1991.
This ALW Plan applies to all of the area within the Auckland Region (the jurisdiction of the Auckland Regional Council).
The ALW Plan applies to the management of air, land and water resources in the region including: air, soil, rivers and streams, lakes, groundwater, wetlands and geothermal water.
Variation 2: Extension to the Urban Air Quality Management Areas (Takanini)
Papakura District Council has lodged an application with the Auckland Regional Council to extend the Metropolitan Urban Limits (MUL) at Takanini. This extension will incorporate Area 2A, Parts 2B and 2C of the Takanini Structure Plan.
Under the Proposed Auckland Regional Plan: Air, Land and Water (ALW Plan) any areas that are included within the MUL as a result of an extension are required to be brought within the Urban Air Quality Management Areas. Proposed Variation 2 to the ALW Plan reflects the proposed extension of the MUL at Takanini.

Status
The ALW Plan was notified for public submissions in October 2001. Variation 1 to the ALW Plan and Variation 1 to the Auckland Regional Plan: Coastal were notified in June 2002. Decisions on submissions and further submissions were notified on 8 October 2004.
The version of the ALW Plan text set out below, which includes Variation 1, has been updated to indicate which sections of the Plan are subject to appeals lodged with the Environment Court (the text subject to appeal has been highlighted in grey and annotated). The text is being progressively updated following Environment Court approval of appeals that have been resolved (where appeals have been resolved, highlighting and annotations have been removed). Accordingly, the parts of the text that are not highlighted, and are therefore not subject to appeal, are now being used by the ARC in the processing and administration of its resource consents. The ALW Plan is not intended to be made formally operative until all appeals have been resolved.

Please note that, as a result of amendments pursuant to the resolution of appeals, some numbering and cross-referencing may be affected. This will be made consistent at the end of the appeals process.
