GD03: Proprietary Devices Evaluation Protocol (PDEP)

Draft version 1 - November 2011

TP10 (2003) chapter 15 provides guidance on how to evaluate storm water treatment devices not included in TP10.  GD03 Proprietary Device Evaluation Protocol (PDEP) is intended to detail the evaluation of device performance, and will supercede Chapter 15 of TP10 (2003).  This new guideline aims to provide a transparent, consistent and timely approach to the evaluation of the performance of proprietary stormwater management devices in the Auckland region.

This document consists of the following parts:

  • Brief description of the Evaluation Process and Flow Chart
  • Evaluation Process and its requirement at each stage
  • Evaluation Criteria – Performance & Operation
  • Field Evaluation requirements
  • Performance Reporting requirements

The process is initiated by the vendor submitting a Performance Claim, supported by documented evidence.  Council will verify and certify whether the device meets the claim.  The evaluation process can proceed via the Body of Evidence (BoE) route, where evidence which meets the minimum requirement of BoE (Table 2) is supplied from trials carried out locally or internationally.  Alternatively, the device can be verified through the Local Pilot Trial (LPT) route.  As the name suggests, the verification by LPT will be carried out based on local pilot trial/s on a selected site and/or sites.

Draft GD03 (1,008.9 KB PDF)

The draft GD03 consists of eleven (11) chapters. This document outlines the requirement for a consistent, transparent and timely evaluation of proprietary stormwater management devices.  They are broken down as follows:

1 – Context of the Protocol
2 – Introduction
3 – Application Phase
4 – Body of Evidence Phase
5 – Local Pilot Trial Phase
6 – Detailed Evaluation Phase
7 – Auckland Region Performance Certification
8 – Field Evaluation of Device Performance
9 – Performance Reporting
10 – Acknowledgement
11 – References

Appendix A - Forms (164.0 KB PDF)

This contains the necessary forms for a formal application for the process.

4

This contains an indicative outline of the time frame of each phase required by the Auckland Council for this evaluation categorised by the level of complexity of the device treatment mechanism.

5

This contains the matrices which will be used by the Auckland Council to evaluate the performance of a device, in addition to removal efficiency.  The performance related criteria and all its facets are tabulated, with score guidance for a consistent evaluation.  The scores are summarised on a table and chart.

6

This contains the operational matrices which will be used by the Auckland Council to evaluate the performance of a device, in addition to operating and maintenance costs.  The performance related criteria and all its facets are tabulated, with score guidance for a consistent evaluation.  The scores are summarised on a table and chart.

Appendix D - Examples (109.2 KB PDF)

This illustrates some examples of good and poor hydrograph representation and does not cover all necessary knowledge for monitoring.

8

This table outlines the minimum requirements for a device to quality for an evaluation via the Body of Evidence Route.
