Introduction

 

What does the RLTS include?

The transport strategy is about more than just roads, rail and ferries. It is also about freight movement, how town centres work for people, good urban design and land use integration.

Who prepared the RLTS?

The RLTS was prepared by the Regional Land Transport Committee (RLTC) made up of 22 members including representatives from:

  • the ARC
  • all the local councils in the region
  • Land Transport NZ
  • various special interest groups for economic development, access and mobility, public health, environmental sustainability, safety and personal security, and cultural interests
  • the committee also has observers representing ARTA and Transit NZ.

Transport funding shortfall

When the strategy was written, there was a significant funding mismatch which meant the strategy's recommended investment in public transport could not be achieved.

  • This led to the Auckland Transport Strategic Alignment Project, which aims to achieve agreement by central and local government leaders on a high-level strategy for the long-term development of Auckland's land transport system.

    Officials have reported that a substantial shift to public transport is needed, starting immediately. A key decision to be made is how fast public transport should be developed over the next 10 years. The recommendations under consideration are in a report released in April 2007. 
     
  • Budget 2007 decisions by central government about the electrification of commuter rail and a regional fuel tax would provide sufficient revenue to support the Auckland Regional Land Transport Strategy (two to three years following the introduction of the fuel tax).
     
  • The RLTS is monitored in annual reports.
  • The 10-year plan is being reviewed by the Regional Land Transport Committee, and extended to cover 50 years - transport infrastructure such as railways and motorways have an economic life of 40 to 50 years, and can shape urban form over an even longer period. The longer-term view will also enable a more integrated approach with the Auckland Regional Growth Strategy. This review is due for completion in 2008.
